Change SiteSettings without compiling

Is there a simple way to change the siteSettings variables like "Login" Text without recompiling the code? Customvariables?

Unfortunately all the translations are all in the .RESX files. Is there a language that is incorrect or missing? If so, please put a bug on the Github issues page
