Marlene, thank you so much for your email. I have been meaning to forward my email to everyone, except I couldn't because I was received a subpoena from Jeff Reisig and was momentarily distracted. Dialogue is so important to clarify misinformation. Thank you for your words. I am sorry for the confusion. I look forward to Oct 17th for face to face conversations.

Forgive me for butchering your name, I have no idea where 'Irene' came from. I want to be accurate and factual in my opinion. Please correct if I am wrong in my interpretation here. This is my recollection: Don Saylor, yourself, Jesse Ortiz and I were discussing the endorsement of Ed Prieto. Yes, Jesse Ortiz was in favor of endorsing Ed Prieto. Don Saylor did not agree. Jesse Ortiz began to attack Don Saylor, the manner in which he 'attacked' Don was that his voice intonation raised and firmly said something to the effect "you are flipping sides" in an accusatory manner. He was not speaking professionally any longer, he switched 'personalities'. I replied in a normal tone, "no he is not". Jesse Ortiz raised his voice further, scoldingly said to me "who is talking to you!". Your response, Marlene, was a very calm voice. You said something to the affect, "I have known Don many years, he is not switching sides", or something to that affect. Is this the same conversation you recall??? Don? In the end, we can't lie in court.

His words were extremely remarkable to me, Marlene. Although, many would never understand, I am a former rape victim, at 15, and Ortiz's words triggered painful disrespect. Why would it be okay for him to say "Who is talking to you?" It infers I am not allowed or authorized to speak unless he allows me.  

The second incident with Jesse Ortiz occurred over the phone when I called to tell him I was a candidate for the county board of education. As I have mentioned already his words verbatim were "....now that I know you are running, I will make sure he wins". These words are extremely remarkable to me.

Under no circumstance is it okay for a man to disrespect a woman. Don't you agree? Jesse Ortiz has done a lot of work that makes him look good in the eyes of the community. But he has not done anything to improve the condition of Latinos under Jeff Reisig's judicial system. He never opposed Reisig's school to prison pipeline, nor did he object to youth of color receiving so many gang enhancements. He has been complacent with regards to Reisig's hateful racist policies against Latinos. He supported a DA who has placed hundreds of youth of color in prison for petty crimes. These are facts. These are facts I brought to the surface thanks to 40 thousand dollars I spent from my pocket supporting a new DA. As you know, the voters responded accordingly in June. 

Jesse Ortiz was disrespect to me, should I ignore it? He endorsed my opponent. What is the purpose of running for office then? Maybe he needs to join the Republican party, it is a free choice. I will not ignore his behavior, I don't deserve to be spoken to in such a manner. I am spending thousands of dollars to run a campaign. Why should I pay dues to a democratic club so members endorse the opponent? Why do we have bylaws? Why should I be complacent when a man mistreats me?

Especially, given the momentum of social change the Me Too movement has brought about. I am not trying to hurt his character. He destroyed his own character. It is his character which makes him speak in a disrespectful manner to me. Sadly, it is not the first time. He did the same with Desiree Rojas in front of a very large audience. He will not do it twice.

I understand many of you have working relationships with Jesse Ortiz. I understand he has never been disrespectful to you. He was disrespectful, that is important enough. I hope you can see the importance of insisting in respect. Eventually, all women will be respected. 

Many times certain social situations are so difficult and awkward, it is easier to sweep matters under the carpet. I understand I am placing folks in an awkward position. It is important to own our behaviors. Jesse Ortiz ruined his character when he made a scene humiliating Desiree in front of a large group of people. Why do you think he did not seek the endorsement of our Democratic club for this election? Sometimes it is hard to see all the social dynamics at play, yet they are still there.

I would love to un-hear Jesse Ortiz's words. 

I also stand corrected regarding Melissa Moreno. The last time I spoke with Melissa Moreno she expressed her disappointment with Jesse Ortiz and Cirenio Rodriguez refusing support. I can not quote Melissa regarding any specific derogatory statements made to her. But I do stand corrected, I was informed Jesse Ortiz recently endorsed Melissa Moreno. 

When Catholic children spoke against the pedophilic priest (men), they were ignored/silenced. Men protected them. When Anita Hill and all the other women spoke up against abuse for the first time, they were shunned. Is the same going to happen in the Yolo County Democratic Club. Somehow, is there a pretty way to phrase abuse? I don't know how to articulate this is a diplomatic manner without hurting Jesse Ortiz's feeling. I am concerned about my own feelings too. They are equally important. I would love to save face for Jesse Ortiz too. Unfortunately, his behavior is inappropriate, I can not help him. The only recognition I need is God's. Lucky for me, the law allows other venues if my club doesn't protect me. 

Marlene, the other consequence of my email to the Executive Board was an odd coincidence. Twelve hours after I sent the email filing my complaint against Jesse Ortiz, I received a subpoena from Jeff Reisig's office. See attached. A review of Jesse Ortiz's phone call log on Monday, 17th, would probably reflect a call/text to deputy DA Ryan Couzans. I would bet $1000, cash, I am probably correct. I would love to be wrong. I would love to pay out $1000 to be wrong. If Jesse Ortiz proved me wrong, I would donate $1000 to any non-profit organization he chose. I would love to admire Jesse Ortiz as much as the next person, sadly the facts reflect diffierent. 

Thanks to my email, thanks to the subpoena I received, I had to retain two attorneys (a campaign law attorney, a civil rights & criminal attorney) in order to feel safe/seek relief. It may take me five years to recoup my money, but I always have recovered it. Right is right, wrong is wrong...as you can see even #45 is beginning to topple.

If everyone agrees that I should let Jesse Ortiz have no consequence for disrespecting me. And have no consequence for endorsing the club's opponent. Please tell me, and explain why. Does everyone agree Matt Taylor could win his campaign with Jesse Ortiz's endorsement? I look forward to the next general meeting where democracy takes place. In Sacramento county those who endorsed Republicans have already been removed from the club. It is only apprppriate Jesse Ortiz lose his membership too. Its the law (bylaws). 

Please do not ask me to go to the back of the bus.

Thanks for your response. Maria’s comments are completely off base. Jesse’s participation in the work of the Central Committee has been without bias but not without an opinion of the issues based on his knowledge of similar issues and/or the related facts. She is likewise off base in her assessment of the Ed Prieto endorsement meeting.  I did not serve on the most recent endorsement panel, in August, because I’d resigned from the Committee in June. 

I served on the central committee for 9 years and my name has always been, before and since, Marlene Bell not Irene Bell.

He endorsed Republicanist DA Reisig in June without consequence. He has done it again by endorsing Matt Taylor - a WHITE REPUBLICAN MALE. Jesse Ortiz acts like a Machista and is blantant about it....Ask Don Saylor and Irene Bell about his conduct towards me during the endorsement interviews after he attempted to protect Ed Prieto's sexist behavior. His behavior was shocking. I will not seat idle or be silent; especially after spending thousands of dollars to run for office. Please do not expect me to be idle regarding this endorsement of Matt Taylor. Lack of action on the Committee's part, could cause a litigious situation for the Committee. You are hereby informed. This message requires immediate action.

 

Sadly, too many times, it is only when litigation is filed that some complaints are taken seriously. Please don't take Jesse Ortiz's endorsement of Matt Taylor lightly or without consequence. I am so sorry to place the Committee in such a hard situation, but our bylaws are our laws. Jesse Ortiz is not exempt. 

 

Further, it is only proper the Yuba Community College District be informed of these sexist actions towards me and of his endorsement. Additionally, a complaint about my concerns will be filed with the Butte County Voter Registrar in order to bring into question his conduct for possible violation of the qualifications and requirements for office. I will do the same with the Fair Practices Politcal Act for unethical practices and will include sexual and racial discrimination complaints. Lastly, Jesse Ortiz is using his influence as a public official, as a superintendent of education to impact an election against a minority woman in favor of a White male. This is being done with mysynogestic conduct, too boot.
