Can reviewboard send out a review notification when a user does a commit in GitHub?

Hi,

I have reviewboard 3.0 installed locally (on premise) and use GitHub for code management.

When a user commits to GitHub can reviewboard be setup to send out a notification?

I assume a webhook is necessary but is a notification created only when a revision is closed?
