Prevent requesting a review from an inactive user 
What version are you running?


3.0.18


What's the URL of the page containing the problem?


What steps will reproduce the problem?


    

  1. Create a review request
    2. 

  2. Add an inactive person to the people review list. Popup won't occur, but it will still accept the userid
    3. 



What is the expected output? What do you see instead?


Not sure if this is a feature or a bug, but would like to prevent folks from adding an inactive user
