Code-owners plugin 3.7 - No reviewer owns this file

Hello!
Gerrit local instance, version 3.7.3, installed code-owners-stable-3.7 plugin
(Loaded plugin code-owners, version 62dfffa2d7)

I configured code-owners plugin in such way:

etc/gerrit.config:
[plugin "code-owners"]
disabled = true

And now I can see this warning in UI for every project's changes:

It makes it impossible to use the plugin on our production instances with hundreds of projects/teams - we want to enable it only on subset of projects.

We had no such issue with version 3.6 of the plugin - we had "Owners" row in changes only for projects with enabled plugin.

I don't see 'Code Owners' listed under 'Submit Requirements' in your screenshot, so it seems like UI should be hiding the 'Owners' column.
