How to config that the change webui can not be read for someone until this change has be merged?

     How to config that the change webui can not be read for someone until this change has be merged?

What is the point to "hide" your change from reviewers?  Gerrit is a code review system,
and therefore you want your changes to be reviewed. Having said that, you can bypass
Gerrit (and the review process) pushing straight to the branch directly, see this SO answer
for details: [1]. Moreover, you could use draft change workflow in 2.13.x release or private
change workflow starting from Gerrit 2.15 release, to "hide" your changes from reviewers.

I was about to suggest private changes.
Moreover, 3.0+ has the feature to 'publish' private changes on
submission [1], exactly what 'Z' is asking for. :-)

So, again, please upgrade to 3.0.

    Unless gerrit had a major bug, I will not be easily upgraded. 

    It can be upgraded in my test environment to test it.

The list of *major bugs* in v2.13.7 is huge !!!!
We don't maintain anymore and thus all the bugs have fixed in more recent versions of Gerrit (from v2.15 onwards) but NOT in v2.13.
