Thank you for the info! So glad you're part of the PB pilot meeting. Can you also help us learn more about the Midwest Climate Collaborative? I've included your items at the beginning of the agenda. They may take more than 5 minutes.  Copying the whole group so people can get their thoughts going.

Hi Joel and Brian,
I'll be attending a pilot participatory budgeting idea generation meeting on Wednesday evening...it's more of a training session for leadership committee and steering committee members, but ideas will be collected.  I don't want to go down a participatory budgeting rabbit hole like we did last month, but I would like to have a couple of environment-related ideas to submit tomorrow, if anyone in the group would like to offer any in a 5-minute period.  As we discussed last month, the criteria for ARPA funding appear to be strict, but the city seems to be saying they're open to finding ways to make ideas work if there's support.

Also, this week is the last week to submit potential research ideas to the Midwest Climate Collaborative.  Here's the link to submit suggested ideas for research questions.  Anyone can submit.

Gents please excuse me, but as my mother recently passed on I have some pressing matters to attend on the personal front.  Joel and I connected on tracking energy related city program proposals.  So I aim to have more to report on that front next month.

For tonight's discussion on ideas for participatory budgeting, which will determine the use of $3 million in ARPA funds, I've attached a simple 2-page summary of criteria for use of ARPA funds.  The criteria don't appear on the surface to be pretty limited with regard to energy issues, but the City has indicated that they want to work with proposers of ideas to see if the ideas can somehow fit.  A few areas that appear in the detailed discussion behind the summary:
--Environmental remediation
--Government administration
--Investments in neighborhoods to promote improved health outcomes
--Investments in schools and educational facilities
--Improvements to vacant and abandoned properties, including rehab, maintenance, environmental remediation, greening....
--Increases in government FTEs by 7.5% above pre-pandemic
--Energy consumption reduction for water treatment facilities
--Water conservation, efficiency, and reuse measures
--Recycling of stormwater, wastewater, and subsurface drainage

There will be lots of opportunities to submit ideas for consideration, but I'm hoping to be able to bring a couple to tomorrow night's pilot idea generation program.

Paula, I’m sorry I couldn’t get to the meeting.  I so welcome your thinking about this.  I lead Natural Habitat Evanston, and engage with Joel’s water collective, and watch the CGE energy group work as well and I’m on the CGE board/its secretary.  I am hoping eventually to put together some kind of proposal along the lines below, and welcome the advice of the group.  I have been working on plantings of trees and shrubs in the 5th ward, aimed at low income folks, and had lots of discussions in the community about trees.  I’ve also done listening sessions in the 8th ward, but heavily among renters there.
  • I wonder about asking for funding for tree plantings and pollinator gardens in qualified census neighborhoods if not the 5th ward generally (maybe parts of the 8th too).  I think the demand for this is soft and would take education and outreach.  
  • The 5th ward has many streets where the parkways are just 18” deep, where the city discourages tree planting on parkways.  This is a problem for equitable tree cover, and needs some creative brainstorming with the city, which just has not had capacity to consider.  
  • My suspicion is that the private tree cover is disproportionately low in the 5th ward.  There is no formal inventory of this.  The urban canopy of public trees is compatible with other wards.
  • There is enormous interest in the community with help with tree care - pruning and removal.  Not sure how that might fit in, if at all.

Hi Leslie,
I just got your email...for some reason it went to my spam folder and I just found it, long after the meeting.  Fortunately I was in a brainstorming group with Geri Carl and Wendy Pollock, who were also very interested in solutions at the intersection of the environment and equity.  I believe it was Wendy who suggested funding a "Green Corp" made up of teens or young adults who could be paid for tree planting and young tree maintenance in underserved neighborhoods, with the dual benefit of environmental/health impacts for equity and jobs.  That suggestion made the top two from our brainstorming group, and will be added to the list of topics for consideration.  Tied for top two from our group was a suggestion of installation of water fountains in underserved/historically redlined neighborhoods to reduce plastic waste and improve access to hydration/health.

I put up the suggestion of installation of solar panels at the water treatment facility, and that was popular, but there was also discussion of whether that project is already under consideration for other remaining non-participatory-budgeting ARPA funds, so that needs to be determined and advocated for.  Matt Ouren, the PB manager, wasn't able to answer at the meeting whether the city was already considering funding for that.

One clarification that we were given:  although the Treasury Dept has stated specific criteria for ARPA eligibility, the City is interpreting the criteria as "anything that promotes equity".

There will be several more idea brainstorming sessions open to the wider public, dates and locations to be announced, so plenty more opportunities to submit ideas.  In general, ideas linking equity and environment were popular, so your thinking is definitely getting traction!

Adding to Joel's email:
This first public session is a great opportunity to get ideas on the table.  Although the criteria for ARPA funding sound strict, we were told at the PB leadership meeting that pretty much any ideas related to equity would be able to be considered.  At the pilot idea generation meeting, there was a lot of support for climate/environmental ideas as being strongly related to equity on their merits, particularly if consideration is given to under-resourced communities when possible.

It’s been a while since I’ve reported to the group, but there’s some definite movement on offshore wind in Lake Michigan.  Many of you know Chris Wisseman who’s joined forces to division of Mitsubishi to help make this happen; I’m involved on a very part time professional basis as well.

 

Southside state legislators Rep Marcus Evanston and Sen. Rob Peters have introduced legislation that would jumpstart the industry in Illinois. There’s growing support for the bill, which we hope will be considered when then legislature convenes for veto session.  Our locals are on board (Gabel and Gong-Gershowitz).

I must say it's a great idea and I'm proud to have been in the orbit of such visionary people to propose such things +10 years ago!

I'm "energized" that the Town of Wautoma, WI (just down the road from our cottage) has approved a +600 acre solar farm!  I have been monitoring their recent progress.

Gang,
so on my way back from the trot du turkey, i noticed a new project, so went online to see if they are following the new (or old) GBO.  The good news is, they do seem to be following the Bird Friendly Ordinance ( but to be honest, I am not sure if they are doing actually, anything different ) the bad news is the exhibits do not indicate the version of LEED they are following or provide as part of the exhibit the LEED checklist to see "where" the points are?  

Unfortunately, this was approved before the updated GBO, so its a pretty run of the mill project with no real energy goals.

Thoughts on how to get the Department to add the preliminary LEED checklist as part of the plan submission?

It seems pretty amazing that, in 2022, they didn’t list any sustainable attributes about the project in this huge submittal.   I have to think that this project would be doing a lot of things at the LEED silver level.  Is there anyway to check on that?

Hey Gang, 

Hope everyone had an enjoyable Thanksgiving. For reference, under Section 5 of the ordinance is this item:

"E. Green Building Ordinance: The Applicant agrees to comply with the City of
Evanston Green Building Ordinance and obtain a LEED Silver Certification
Rating or equivalent certification rating deemed acceptable by the Building 
Official."

"...deemed acceptable by the Building Official..." is the place we might have some svliver of influence at this late stage. We will want to track down the project LEED credits. They will not come to us. If we want more, we will have to be in front of these projects, as in the public input meetings.

Also in the ordinance: "WHEREAS, at its meeting of February 28, 2022, the Planning and Development Committee of the City Council held a meeting, in compliance with the provisions of the Open Meetings Act and the Zoning Ordinance, received input from the public..."

Whoever wants to track the status of this project, please let us know. Have a good weekend!

Hi Everyone,

Great to see so many of you at last night's meeting! For those who couldn't make it due to health concerns, we wish you all a speedy recovery back to normal so you can enjoy your holiday time. 

Regrading the Montgomery County, Maryland, decarbonization bill, here's their committee worksession staff report that I referenced last night:
