competition ending time clarification

Hi,

"June 23, 2021 - RecSys challenge ends"

What time (in which time zone) does it end on June 23? And is this the deadline to submit, or to finish running the submission?

Midnight Wednesday means the beginning of Wednesday (1min before 12:01am) or the end of Wednesday (1min after 11:59pm)?
