WTB: Affordable commuter bar and front quick release

Finishing up a loaner bike and just need these two to finish the build. This is a budget build so used is good! Prefer silver 25.4 bars, something like Soma Oxfords. Any cheap 100mm front quick release works too. A bit random but I need the barrel adjuster/housing stop for a Shimano rear derailleur in case you have random parts hanging around! I am in East SF Bay and can pick up locally.
