I have had an Atlantis for about 10 years. I realized that I am not sure if it is a Japan or Waterford build. Can anyone give me some help on how to tell. And thanks!

Did you buy it from Rivendell Bicycle Works, or did you buy it second hand?
Do you think it was manufactured in 2015?  or do you think it's a lot older than that?
If it's a lot older than 2015, then it's probably built by Toyo
The best clues are probably the rear dropouts and the serial number.  Remove the rear wheel and look at the rear dropouts.  If "Waterford" is imprinted in the rear dropout where the wheel used to be, then it's a Waterford.  If not, then it's probably Toyo.  The Toyo serial numbers on Atlantis frames were always "AT####", as I understand it.

Thanks. It’s older than 2016. I have always thought it was Toyo. I will confirm tonight. Again thank you so much.

Toyo built Atlantis will have "AT" as the first letters in the serial number and will be stamped parallel with the BB spindle.

The chainstays on the Toyo-built ones had the S-shaped curves, instead of a simple, single, angled bend.

I thought the easiest way would be to look at the seat stays.  My understanding is the Waterford built ones have the little W embedded in the top of the seat stays like this one:
