Question about 1 1/8" headset for Hubbuhubbuh

I'm building up my Riv tandem. Yay. But I don't have a ton of experience with headless threadsets (Ha.)  As I am figuring out stem height, spacers, and the somewhat fraught decision of where to cut the fork, I noticed that the unpainted top of the headtube is exposed.

Just curious if this is normal, or was a gasket or something left out here? My only other 1 1/8 threadless bike at the moment is a Bianchi single speed--that also has no washer or seal but the top is painted and beveled (and made of aluminum).

Not really concerned, just want to make sure nothing is potentially missing. Even on the Bianchi, water will come down around the cup and wick into that gap. It's just my construction habits with windows, doors, drip edge, etc. etc. that makes me wonder. Maybe I will lay a thin bead of clear silicone. Or paint it with nail polish. Or leave as is. Not a big deal any way you slice it.

Hi Mark,

Something doesn't look right; could it be the upper cup should be where the lower cup is (and vice versa)? The below pic is what the threadless headset (also 1 1/8") looks like on my Rawland:

  Mark, the pictures on the website show the same thing. Silicone would seal it best, but man oh man, it really ought not to be there in the first place. Imagine leaving gaps around door and window installs and declaring "oh well, close enough" !

(can’t see what’s on the lower part of the head tube)
but It looks like both top and bottom cups are together on top ?

My Hubbuhubbuh is over-masked in another area - the brake posts. There was about 1/8 of an inch of exposed, unpainted (un-powder coated?) brake post showing after I installed the Paul Linear brakes. I removed the brakes and painted the exposed part of the posts with the orange touch-up paint from another one of my bicycles - not a perfect match, but good enough.

I would definitely remove the cups and prep and paint before further assembly. But I am one of those that hates beausage and rust.

Thanks for the suggestions. I think everything is as it should be, just some overzealous masking, as Laing points out. With older style headsets that head tube edge is often covered, and gets faced. So maybe some confusion at the factory on a few frames. I might hit it with some nice contrasting nail polish (but at this point not removing the cup to do it.)

Mine definitely has more paint there. I'd likely just keep some grease on it to prevent any rust.
