Not actually a recall yet, this is the original notice from a month ago. I really wish they would recall it and offer a replacement or refund, a Friend Of The Riv Bunch still has one on her Clementine and it makes me nervous.

I wouldn't be that nervous.   They stated the issue is with racks loosening, so just check your hardware periodically.

Pure speculation on my part: locking bolts for the mid fork strut mounts and an extra bit to add to the end of the horizontal struts, both intended to prevent the rack from pitching way forward. Waiting on word from my bike shop for when the kit becomes available.
