WTB Sugino 30-46t double crankset w/ 175mm arms (or triple to make a double w/outer chain guard) or another brand 2x9

Summary: WTB affordable 30x46t double crankset with 175mm crankarms. Sugino would be great but open to other options. A triple that has (or can have) the outer chain ring position replaced with a chain guard would work just as well. 

Details: I am building a bike for my brother-in-law (VO Campeur frame) with components left over from my Hillborne and Cheviot builds. I'd like to include a 2x9 drive train with the chainrings of 30t and 46t. Cassette is XT 11-34t.

I understand there are several options for this and I'm not picky though this is a budget, mostly spare parts build so cheaper is better:
I'm open to any suggestions or ideas. Brother in law is coming from a 1984 Palo Alto (Italian steel race bike) that is WAY too small for him at 6'3" and 34" long trousers. 

Also looking to buy:
  1. 700c, 135mm wide rear wheel 9 speed compatible, 32h or 36h, can fit a 32-42mm wide tire ... it will pair with my front wheel that's an LX hub with Atlas rim, likely 38mm Marathon tires
  2. Cantilever (CR720 or CR710 or similar) or mini-V-brakes (930AL or 930AL) compatible with Dia Compe SS6 levers (sweptback bars, Jones H 660mm or Albatross 56cm)
  3. Downtube shifters
  4. If you have a dropbar that 44cm wide and brakes levers I could use that instead of my sweptback bars if the price is right.

I'd look for some old five arm 94 BCD MTB cranks. If they're 94/58 BCD, just ignore the 58 bolt circle and fit the 46/30 on the 94 bolt circle. I've picked up a couple of these cranksets cheap off fleabay. For instance, here's a right hand 94 BCD 175mm Shimano crank for $11: https://www.ebay.com.au/itm/Shimano-STX-FC-MC30-Right-Hand-Crank-Arm-175mm-Square-Taper-94mm-BCD-Silver/372699049001 - and find an LH square taper crank in the same length.

Great idea, this is just the sort of creative suggestion this list generates, thanks! I'll keep looking for those ... maybe someone here has a crankset and some chainrings like that they want to sell?

I have a 175mm Suntour XC Comp 94/58BCD triple I could let go of. I believe it has 42/32/22 rings. DM me if you're interested.

Thanks KJ and for all the PMs - I have a few messages out to folks and waiting on prices. I will be getting a Specialized Strongarm crankset triple with 42/32/24t for $10 but I’m still looking for something nicer and with the 46/30 chainrings (or just the chainrings). Couple messages about one 94bcm triple to double setup already and an IRD. Still waiting for the right thing or prices on a few so please keep the options coming!

Here's a V-O guard-46-30 110/74 set. I got them on an as-new crank, rode it a couple weeks and swapped different rings on (arms are long gone). I'm thinking $50 shipped?

For that matter any new or used 130/74 road triple crank arms will do just fine also.

Joe, those chainrings and guard look ideal! And I want to buy your Secula taillight.

Do you happen to have any 175mm or 172.5mm crankarms that would fit those chain rings?

Alternately, I have Sugino XD600 cranksets on my other two bikes and could swap bits around to make something work ... still need another set of 175 or 172.5 crank arms either way though.
