I have a couple older Nitto rear racks with this stud attachment on the lower end. The newer ones don't seem to have it.
It causes a problem with interference on the fender stay. You have to spread the rack out and put some shims in to make it work.
I'm thinking about sawing/filing it off and touching it up with some paint. HaNitto 2.JPGNitto Rack.JPGs anyone done this mod?
Are these for an older type of pannier attachment? My Ortleib's don't need it.

I suspect it's just a hook to attach a strap/bungee to. You can certainly lop it off!

I have an older Nitto Campee with those same tabs..  I had the same interference so I cut them off neatly several years ago and do still have them in case they ever need to be tacked back on..   but I doubt I'll ever need to do that.  I have sackville panniers (don't need the tabs) and some 80's LL Bean panniers (also don't need the tabs).  Also, there is a closed loop near the bottom of the rack that would serve the same purpose for hooking a strap, should the need ever arise..

I agree; for the old-fashioned kind of pannier that hooks to the top rail and is held in place by a bungee with a hook at the end. Nice rack feature, IMO unless it interferes with your stays.
