Silver 2 Shifters - Install Question

Finally getting around to replacing some well-worn bar-end shifters with a new set of Silver 2s.  The Silver 2s arrive from Riv with this washer:

I understand the purpose of the stop washer on a downtube setup.  But, should one use this washer when mounting Silver 2s as bar-end shifters?  And, if so, how should the stop be oriented?  Or, should one just go with a go with the standard washer that comes with the bar end pod?
