WTB: Bosco or Tosco with quill stem, crankset (double or triple)

I'm building up a Cheviot for a friend on a budget - mostly from my spare parts. It may be too tall a frame for them (in which case you'll see it for sale here in a couple months maybe). But I'm missing a few important bits, please let me know if you have any of these or something similar for sale in the SF Bay Area (preferable close to Napa, though I could meet you in Oakland or SF or Sonoma or anywhere in between):
  • Tosco or Bosco or similar sweptback bars - Wald would be just fine since we're trying to keep the budget low. 
  • Quill stem - 8cm to 11cm extension depending on which bars are available to go with it. Technomic or similar 25.4 or 26mm attachment preferred, but I'll take your Orgin8 or random old stem especially if it's cheap.
  • Crankset - happy to cobble something together here, a double or triple Sugino or an old Specialized Flag or Velo Orange, something that can take 110 / 74 bcd. With or without chainrings. Ideally a cheap, old 44t/28t double, but really anything that will get it moving would be great. It's a 9 speed chain and cassette so most anything will work. 
I have loads of parts to trade if you're interested, just let me know what you're after. The spare parts I'm using on this build are mostly black so other black or silver parts are great.

Do you know about Community Bikes in Santa Rosa? They are a bike co-op and have several bins of used parts including the ones you need. My wife and I recently did a build for her new VO polyvalent frame and found some good bargain parts ($10 HB, $5 stem, $15 sugino triple).

Thanks for all the replies and suggestions (especially Community Bikes, I can’t wait to check them out!).
I’ve got the stem, shifters (attached to the stem), and I’m donating my own crankset ... so I can replace it with an upgrade (IRD 46/30t double from Boulderbicycle.bike like the IRD Defiant but in 94mm BCD).
Still looking for Tosco bars - 60cm wide, 25.4mm at stem (or something similar, like 55cm Tosco).
