For years, I commuted with the outershell rack bag strapped directly to a porteur rack, the Soma Fab PortFolder, to be precise. That bag is made for either a porteur rack or a 1392 basket. I love the thing. I later switched to a single pannier with a shoulder strap, but am now back to the Outershell Rack Bag, but now I throw it in a large wald basket. Even the big bag was quite secure with just the bottom straps snugged up on a rack. I currently run the basket, but it's 100% not necessary. It probably saves 30 seconds because I just sit it in there and start rolling, instead of getting underneath the rack to secure those two straps. I also leave the bag behind and throw packages and whatnot in the basket when running errands. I find it nice to have one bike with a large basket for daily life stuff.
