Nitto campee lowrider front rack, 650b specific version.  This is a rare version of this rack that is not adjustable (unless you bend the canti mounts).  It fit my Soma Grand Randonneur V2 fork perfectly with a 42mm tire and fender if that helps.  rack measures 25 cm from center of canti stud hole to center of lower fork braze on hole.
