not addressing the validity of the ad, but it is a bit presumptuous to invalidate someone posting on the randon group because of a lack of rusa membership.  

that condition was never spelled out anywhere that i can remember and i would say there are quite a few people who participate in this forum who are not rusa members, myself included…

If someone were asking questions about routes, rides, wrenching, tires, rules and regulations, etc I would have no issue with it and be happy to continue the conversation regardless of RUSA membership
If someone is attempting to sell a "like new" garmin at less than 50% of the retail price with generic text, no description of why they are approaching this group, and has posted it to many similar lists - I think it is reasonable to check if they are in fact a real person or perhaps a spam account attempting to scam our community.
As this has happened before, and we have yet to find a technical solution to prevent this type of solicitation, I think the best way to protect people from losing money to online scammers is to alert community members that this posting may not be in good faith, as I have attempted to do.
So please do feel welcome to engage with the community on this email list, and no one will likely care about your RUSA membership so long as you do not attempt to commit financial crimes.

Very likely. It's very typical to see posts on these types of email lists that are scraped from pinkbike listings. I found this one as a local only, price firm at 280... While that doesn't guarantee that it's spam, I would not risk sending an unknown person money for this.

i have no problem alerting the community about potential fraud, although i hope most of us can discern and decide for ourselves what the criteria are that we are looking for when assessing fraud potential.

in your particular case the (only!) suspicious factor you mentioned in your original post was ‘lack of rusa membership.’

that line of thinking is personally offensive to me, it is unwarranted and casts an aura of  untrustworthiness on all who are not rusa members.

You do seem to have a RUSA number and do show up in the RUSA member search, so I don't see what the issue is
But I would consider it odd, and spammy, if someone joined this list without having participated in a RUSA event in order to sell goods

These exact types of messages (FS, first time poster, typically Garmin or wahoo related, images and description lifted from a different pinbike) plague many other Google Groups that I interact with. 

Some mods will limit abilities for first time posters as a way around this. This might add more work to the mods duties, but if there's no rusa number in the FS post it should maybe not be published? 

Caveat Emptor, yes, however pointing out the obvious scam the to the group is good, imo.

interestingly Josh, the poster joined the list more than 3 years back, before we moderated all new members first few posts.
When I saw the message w/ the offer it raised my suspensions as it appeared to be the member's first contribution,  but others had already raised the warning.  Again, RUSA membership has never been a prereq for participating here, nor to most of us think it should be.  RUSA does have a mailing list, but I assume you know that already.

At the risk of beating a dead horse, I'd like to make a couple of distinctions since I suspect there could still be some confusion:
  • randon@ (this list) - General randonneuring, including plenty of people entirely outside of the US who have no affiliation with RUSA or the US. Predates the RUSA mailing list by a significant period.
  • randonneurs-usa@ - RUSA-specific randonneuring list, but does not require RUSA membership or affiliation to join and post. There will be a high correlation between posters and people who have a RUSA #. First-time posters are lightly moderated in order to block exactly these types of fishy posts.

Elmar, it appears that your RUSA # is 3869 and your membership expired at the end of 2012. The search page defaults to active memberships, which you can observe in the screenshot you posted. Here is the one result that would appear if you had included expired memberships in your search:
