Dear Members,

I would like to table my objection for the below mentioned point in the Annual Report circulated in this group

1.    Water tanks, and sumps, have been cleaned thoroughly by Ultraviolet Radiation during February’2022. 

 

Recently, due to extreme summer depleting the water table, all around, we are constrained to mainly depend on Panchayath/tanker water to a major extent. 

 

Occasional black/muddy residues from these water sources are unavoidable till monsoons set in and the water table of borewells improve. Cleaning of sumps/tanks involves full evacuation/refilling of at least 10 loads of water and is not affordable/ workable now when we are reeling under extreme water scarcity and additional water is being sourced at extra cost besides tank/sump cleaning costs would be around Rs.15000, which has been only an annual exercise hitherto. 


I am surprised by the statement highlighted in RED. Based on the audit report filed, we are sitting in a cash pile of Rs. 6,36,213.68 and yet we are quoting that it is not affordable.  There has been a considerable number of showers in the last one month and procuring lorry water may not be a challenge if we are willing to pay. 

I am not sure why we are not willing to spend money on what affects the health and hygiene of the residents and are sticking to processes that may have worked in the past. I strongly urge that we relook into either cleaning the water tanks and sumps at the earliest or devise some filtering mechanism in the best interest of people's health before the monsoon season.


Also with respect to saving up money for STP work, while the association was able to take up a bank loan to construct the mini-hall, the same can be done for the STP. Given that STP is more critical and we have already shown the precedence of how the loan can be managed effectively, I dont see a reason why we cannot do the same again. 


Few clarifications requested on the Audit report filed :

1. There is a cash withdrawal of Rs, 2, 34,094/- what was this cash used for ? 

2. Per the audit report we are in cash surplus when it comes to receipts by Rs.2,79,928.48 and given that we have recently added another revenue stream by using the Ad boards, I dont see a reason why there is a proposal to increase maintenance by Rs.500. This needs explanation as well.


Appreciate if the questions can be answered prior to the meeting using the email forum so that we can have productive conversation in the AGM. Everytime I bring up some topics, I have been snapped, so I am writing a formal email so that we can discuss it here.

1. There had never been any withdrawal whether through cash or bank debit to an extent of Rs.234094/- any time during FY 2021 - 22 or during FY 201-22.. Is it not better to provide full details before making a financial transaction observation.
 
2. Revenue stream from M/s. Adonmo is only at the agreement stage and we are not sure when this would commence. Entire Cash/ Bank could not be used without any forethought or uncommonly agreed purposes. STP installation/ Maintenance/ AMC is of top priority and adequate funding/buffer is to be ensured, since this agenda is over, without which every owner would be liable for penalty and have to bear the brunt of heavy sewage tanker evacuation charges on daily basis.

3. How many of the owners are agreeable to monthly cleaning of sumps/tanks when this would cost not less than Rs.25000/- especially during drier months?. Without majority consensus, an annual expenditure could not be converted into a monthly exercise.

4. In an interesting series of conversations regarding this topic, it has been said by the person leveling the above observations and the replies thereon from an office bearer, who is taking care of collection of share of the monthly contribution for additional water costs from occupants.

- Thank you sir for the reminder, I usually pay it immediately, I have concerns on the water quality and the lack of willingness to clean the tanks more frequently. I decline to pay these additional charges at this point in time. Thank you for the understanding

Replies by the Joint Secretary: [2:38 PM, 7/14/2022] +91 99948 17899: You understand our critical position in getting water from other source, since all our bores are out of service.If we go for lorry water for our full need it will cost more than 1lac per month,in which we can expect somewhat good quality. So we are bribing the valve person to get addl.panchayat water for which we are paying only nominal amount.Usual panchayat water which will come on Fridays will not sufficient for us...The source from which panchayat water is very very uncleaned only.We know that.But we have to give uninterrupted supply to our residents. Nobody is realizing how to minimize the usage of water in peak summer.Few flats daily they are using a washing machine and unnecessary wasting water.

Reg.cleaning of OHT and sumps last Feb only we had cleaned.But since the low level of water at the source itself,we can't raise our objection with the panchayat men.Further when the motor is on,the first few minutes due to the force of water the bottom layer of tanks will be coming up and due to that for few minutes we use to get rubish water.Even if you clean the tanks and sumps every month this will be there.Every month I have to call the water purifier service person and the filters are frequently changed to get somewhat good water.. Next month the cleaning of OHT and sumps are due for cleaning...pl.understand our position...
I hope energetic youngsters like you will come forward and took office bearer posts and do more good things to our apartment.

- Sir thanks for the detailed explanation and I understand this, the request I placed for cleaning the tanks more frequently doesn’t seem to resonate. We seem to be taking the approach only to reduce cost. In last AGM we spoke of water meter, some of us paid for it too but again didn’t materialize. I am paying heavily for water purifier and also for washing machines everytime. Given the quality of water we procure why don’t we spend money in cleaning tanks every other month? I am not against anyone particularly but we have to hear concerns and try some fix. Not everyone will be ok with paying less and having bad quality of water and at the same time some people will not be willing to pay higher and May be ok with dirty water. Compromise is to clean more frequently. I wanted to raise this in AGM as well.

Owners are requested to appreciate and express their views during the AGM meeting

Dear Owners,

An update. Mr.Rajesh has already paid his share for monthly water collections. We respect his sincere and right suggestion regarding frequent cleaning of sumps/tanks, wonder, however, how to manage another top priority item like STP revamping, Open terrace, tanks, parapet walls leaks, 25% increase in TNEB bills in the offing, etc, within our limited buffer, unless we go in for increased MC

My responses below 

1. Attached screenshots from audit report shared in the thread with highlighting the cash withdrawal stated. May be I didn’t know how to read it but for sure it says clearly cash withdrawal
If no cash withdrawal is ever made per your note below then why is that in statement of accounts? Please explain.

2. Never have I asked for cleaning monthly, the ask specifically to clean frequently given the quality of water. Also procuring water illegally by bribing panchayat authorities should not be stated as a reason for poor water quality (as evidenced by the exposure of the WhatsApp chat where the office bearer has admitted to it). We could potentially get sued for it!

3. As stated projects like mini hall can be done by using bank loan, association can always take loan to do the STP project. That shouldn’t be an excuse to execute items that affect health and hygiene 

4. Would be good if the point about increasing maintenance given the surplus in income. 

Feel free to correct me if I am wrong!

Dear Owners,

1.Rs.223094/- shown in Receipts/Payments under payments represents the sum total of all cash withdrawn during the full  FY 21- 22, towards misc. allowances payable to Security/gardener/cleaning maids in cash during the entire year and towards small housekeeping expenses and more so towards Mason's wages for Flag Stage leveling/ Eastern entrance-related works. The google drive links towards monthly cash expenditures are being saved as My Gate Ticket attachments. Auditor has scanned through every item thoroughly and arrived at this figure of total cash withdrawal during the entire year..

2 and 3. . Fully agree with your observation regarding additional water facilitation

4. Increase in MC would be proposed and passed through with full justification and with 2/3 majority written consent.
