for radio officers, deck officers, physicians, steward department, and
engineers.

I just got a call from them saying that they don't carry them.

There are usually civilian tailor shops that also do embroidery just outside any large naval base. They use computer programmed embroidery machines. Making a pair of shoulder boards would be easy as long as you bring them something to go on (such as a photograph).
