Is it true that 2 side-by-side frames must not be placed within a horizontal-pane because the a frame's parent can only be another frame?

Indeed, you can't put a frame% inside a panel%, if that's what you're asking. (Though I must say I don't see what doing so would mean either, since a frame is a "top-level" widget
