Updating the sqlite dll for windows builds

Hello,

The sqlite3.dll that ships with the latest racket version is from 2013.  Would it be possible to update the package to a newer version for the next release?

I downloaded the latest windows builds from http://www.sqlite.org/download.html and replaced the DLL in my installed sources and it worked OK.

If you submit a pull request I’m pretty sure it will automatically test it.
I think https://blog.racket-lang.org/2017/09/tutorial-contributing-to-racket.html covers the process but I’ll admit I’ve only submitted pull requests for documentation

I've upgraded the "db-<platform>" packages for Windows to SQlite 3.21.

Thanks for doing that, I would not have known what package to update (for future reference it is https://github.com/racket/libs)
