Unable to install usb-keyboard in 4.0

Hello,

I am trying to add a usb keyboard in 4.0. I am following the "How to use a USB Keyboard" in the Qubes documentation.

When I run the "sudo qubesctl state.sls qvm.usb-keyboard" in dom0, I get the following error:

ID: sys-net-usb
Function: qvm.prefs
Name: sys-net
Result: False
Comment: The following requisites were not found:
require:
sls: qvm.sys-net
Changes:

Do you have a sys-net qube, or did you rename it? Not sure what else
could cause that message.

I have a sys-net qube which was created during the installation.

I get the same error when I try to create a USB qube:
sudo qubesctl state.sls qvm.sys-usb

Wish those salt commands would give more detailed error messages. Not
sure what else to suggest. Maybe search the Qubes issues out there to
see if anyone else has encountered the same thing, and file a new one if
not?
