Qubes OS energy consumption TOO high! Is this normal?

Hi, I am new to Qubes OS. I just brought a Thinkpad x1 Carbon gen6 to install Qubes OS onto it. Despite, I tried to install tlp on every appVM and Dom0, my energy-rate still go up to as high as 28.9W when I have a lot of appVM open. The energy-rate is between 15W~28W according to tlp-stat -b and upower -i. The battery died so quickly like in 2 HOURS. Yet, when I do top, my memory usage is only 30~60 percent and the load average is below 1.

Why is energy consumption SO hight? or it's just me who received a defected product?

Use 'xl top' in dom0 for a better view of load. Check
