How to create new Dom0?

Hi folks,
I'm wondering how to create a new Dom0?
What would I have to have on it, to use it instead of Fedora?
I have found nothing in Docs.
Is it just the same as doing it for XEN, but then adding Qubes-OS packages and configurations?
Are there instructions somewhere that I can see? Or are there none yet?
