Cannot manually start sys-net VM from qubes-manager

I'm not sure if I'm the only one who is experiencing this issue, but when I try to restart sys-net vm from the right-click menu in qubes manager, I get a failure with "operation not permitted". For instance, if I update the fedora template, then want to restart the sys-net VM and firewall VM, I can shutdown the sys-net VM, but not start it...

Hello,

what do you see in the terminal if you start it over the terminal (so called konsole in KDE dom0)?
Here is the comand:

qvm-start sys-net

When I run qvm-start sys-net as a normal user, I get:

--> Creating volatile image: /var/lib/qubes/servicevms/sys-net/volatile.img...
--> Loading the VM (type = NetVM)...
--> Starting Qubes DB...
ERROR: [Errno 1] Operation not permitted

It succeeds / starts as intended when I run it via 'sudo'.
