When you say "the NetVM used by dom0," do you mean the UpdateVM (the VM that downloads updates for dom0)?

Since dom0 has no networking, it doesn't really "have a NetVM."

You can change the UpdateVM in Qubes Manager: System -> Global settings -> UpdateVM
