Error: Could not import PyQt4 on Linux

I used the command 'sudo apt-get install python-qt4' on my ubuntu template. Then when I make a VM based on that template, I am getting the following error:
Error: Could not import PyQt4 on Linux systems, you may try 'sudo apt-get install python-qt4
when I try to open an application that I installed in the template VM
Does anyone know how to fix this error?
