PCI device permanently attached to a qube prevents it from starting if not available

Is it possible to lower the "panic threshold" of a qube the way that it still boots ignoring the fact that a PCI device permanently attached to it (permissive mode) is not available during boot?
This happens with sys-net when its thunderbolt ethernet card is not present during boot. Basically all my screen gets filled with popping errors and it looks like a small end of the world...
