fedora 30 multimedia vlc install apt-key problem

from multimedia FAQ page.
I trying to install the key with apt-key command.
get error that apt-key not found

How to fix or install vlc?

apt-key is a Debian command. The Fedora equivalent would be
rpm --import.

I get "apt-get" from multimedia Qubes FAQ instruction.

If I follow instruction from the link above on step dnf install vlc:

No match for argument: vlc
Error: Unable to find a match

The Qubes instructions start by telling you to clone a Debian template.
You haven't.

In Fedora, did you add the repositories as instructed?
