What exactly do you have in mind? Serial ports are already in dom0 (and
in most cases it isn't possible to isolate them in separate VM, as it
isn't PCI device). So the only thing needed would be to configure the
system to actually use such mouse - most likely edit xorg.conf.
On the other hand, very few new hardware (especially laptops) have
serial port...
