Qubes 4.0, app: Error creating VM

When upgrading the Fedora 26 -> 28 template for Qubes 4.0 using the following links:

A. https://www.qubes-os.org/doc/template/fedora/upgrade-28-to-29/

B. https://www.qubes-os.org/doc/templates/#how-to-switch-templates-40

When I got to step 8 in the detailed instructions of link 'A' I went on to follow the steps in link 'B'.

In the section 'How to switch templates (4.0)' step "3. Base the DVM template on the new template". I get the following error:

$qvm-create - l red -t fedora29 fedora29-template-dvm

app: Error creating VM: Got empty response from qubesd. See journalctl in dom0 for details.

When run 'journalctl' I see the following:

dom0 qubesd[3049]: permission denied for call b'admin.vm.Create.AppVM' +b'new-template' (b'dom0 -> b'dom0') with payload of 31 bytes

Can anyone help me please?
