If I try to select encrypted Filesystem IT Changes to unencrypted FS.

I want to Install IT with grub encryption

You're right - it isnt possible to do this. That's because Qubes uses
the Fedora installer, which requires unencrypted /boot.
You can install as normal, and THEN move boot on to the encrypted
drive/partition.
