Neither of these should be necessary for a fresh Qubes installation on a new SSD, unless you're doing some kind of non-standard/custom installation, in which case you should be able to handle both with either fdisk or parted.

Yes, this would have to be done in dom0, or using a different distro (e.g., live CD). You can find software to do this on the web or included in some distros.
