No internet in Fedora 29-minimal AppVM's or StandaloneVM's

When creating an AppVM or StandaloneVM from Fedora-29-minimal and setting the netvm to sys-whonix I cannot access the general web nor use the update-proxy to update the machine. The Fedora-29-minimal TemplateVM can use the update-proxy just fine.

This should use only Qubes repos, but I still get thrown this error:

sudo dnf install qubes-usb-proxy

Error: Error downloading packages:
Curl error (6): Couldn't resolve host name for https://mirrors.fedoraproject.org/metalink?repo=fedora-29&arch=x86_64 [Could not resolve host: mirrors.fedoraproject.org]

Fedora-29-minimal doesn't have any networking support by default. You
need to install the appropriate packages in the template. I don't think
update-proxy works from AppVMs or Standalones; only templates.
