qubesctl fails in updating fedora-minimal based template

Following https://www.qubes-os.org/doc/salt/#updatequbes-dom0, the command in dom0 updates target-vm f40min-net (a template based off fedora-minimal)
sudo qubesctl --show-output --skip-dom0 --targets=f40min-net state.sls updates.qubes-vm
The update works well until recently, when ID: dnf-makecache fails (with null comment), and consequently ID: update (with comment on failed requisite: update.qubes-vm.dnf-makecache). Being mostly a debian user, I tried looking into dnf and cache for fedora without success -- would be grateful for any help in getting the updating process to work again. Thanks.
