USB keyboard lockout after attempt to install Windows VM

I followed the instruction fix to install the Windows 7 VM here:

In the above list at the URL, after step 6 the Windows file explorer showed the USB flash drive as my D: CDROM drive. It said CDROM but the files were what ws on the USB drive. At this point Windows is working but with the cirrus video driver which has small screen sizes. I continued down the list to get to the xim driver working. But somewhere after step 12, the D: drive disappeared. I need USB in windows to use a scanner that does not have Linux support.

I had tried connecting the USB drive in the Windows VM but that had no effect, either before or after starting the Windows VM.

I tried ticking the box in the VM Manger to add a HD to the Win7 VM. The available choices were the CDROM and the USB flash drive. I tried both, but got error messages when I tried to start Win7 VM. The last time I unchecked the box to add a second HD in the VM manager, the keyboard froze. I rebooted but the keyboard stops working at the HD password. No caps lock LED and no characters. Since the drive is encrypted, I will have to reinstall this all again, but unless I have a solution to this it will be pointless exercise to end up here again. Any help would be appreciated.

I reinstalled Qubes without disk encryption in case I have to edit some file to restore the keyboard. Then surprisingly, Windows VM installed without the video problem the above URL fix is about. But the windows-tools will not install in Windows: "Error 0x80070643: Failed to install MSI package." I checked that the Windows MSI service is running.
