Should be capable... Motherboard should have QM57 chip set and page 99 of the reference manual lists VT-d in the CPU configuration submenu.

Hi I run qubes 3.1 on cf19adn....
i5-2520M cpu , 2nd gen core proc family northbridge

So it should work with your heavy cf31 also ...
