Yes, there are several CLI tools:

qvm-prefs VM settings
qvm-start Start VM
qvm-stop Stop VM
qvm-kill Kill VM
qvm-run Run command in VM
qvm-copy-to-vm Copy file to VM
qvm-move-to-vm Move file to VM

And many more... For a more or less complete list:

$ find /bin/ /usr/bin/ -iname "qvm-*"

Just remembered /bin is symlinked to /usr/bin, so you just have to look
in one of them :-)
