ssh.insert_key = false and libvirt.driver = "qemu" set globally. after vagrant box add centos/7, vagrant up took 10minutes and 14 seconds. tried two boxes with a private network to try to ping one from the other, and the laptop rebooted while the vagrant boxes were coming up.
dont know why. without virtualization, qemu is just an emulator.
conclusion: make a vagrant server you can ssh to.

seems the laptop overheats, causing the shutdown.
