Hello,

I have installed Qubes 4.0.1

I need to configure a printer in the Template VM. I start fedora-29 TemplateVM and select Template:fedora-29 -> fedora-29: Settings and after a bit of disk activity nothing appears. I have also started Template:fedora-29 -> fedora-29: Terminal and typed the command system-config-printer and bash tells me that the command is not found.

dom0 and fedora-29 have all updates applied.

What do I do next?

Are you sure you want to connect a printer to your template? Usually
they get connected to the AppVM/qube built on a template.

In any case, with a qube based on the debian-9 template you'd add Print
Settings to your application list and configure that way. Fedora 29
might be missing the equivalent package; try adding
system-config-printer to your template with dnf.

Installing system-config-printer to my template worked. Thanks for the information.
