'Domain failed to start' error (PCI Passthrough)

I am trying to pass a USB Port through to a qube named 'test' but upon starting the qube with the USB controller selected (sys-usb is shutdown) I receive the error message:

"Domain test has failed to start: internal error: libxenlight failed to create a new domain 'test'"

The qube starts normally when the USB Controller is not selected.

This same error occurs with sys-usb when removing and then adding back the USB Controller:

1. Shutdown Qube
2. Remove USB Controller from devices list
3. Start Qube
4. Shutdown Qube
5. Add back the same USB Controller
6. Start Qube
7. Receive error message

Any insight into how I would solve this is much appreciated. Thanks in advance for your help :)

Set the added USB controller to not require strict reset.
