4.0 rc3: fedora 26 minimal firewall issues

I am using the fedora 26 minimal template for my net and firewall qubes. I have installed all the necessary packages for networking and everything except firewall rules work. In the VM settings for qubes connected to my firewall qube it says "Networking qube does not support 'qubes-firewall' ...". In the firewall qube, systemctl shows that qubes-firewall is running.
Are there other packages or settings I need to configure for the appvm to be used as a firewall?

Resolved:
For what ever reason my template did not have the feature qubes-firewall set to 1. Running the following command fixed it:

qvm-features "NETVM" qubes-firewall 1

Is this a bug?
