Hi!
A short question: Is it intentional that "sudo" asks for a password in
fedora-31-minimal?
I had installed the template and then applied updates. After that I
tried to "sudo -s"...

Hi,
Yes it is by design to keep the template minimal. In order to get it, you need to start a xterm from dom0 as root and install
From Dom0
[user@dom0 ~]$ qvm-run -u root fedora-31-minimal xterm
From the newly open
dnf install qubes-core-agent-passwordless-root
