I recently had to make a fresh Qubes install.

Been trying all night to upgrade from 23 to 26 by different means but it doesn't seem possible.

I don't seem to be able to download the 26 template either... It says all mirrors have been used and it fails.

Help ?

This is definitely the direction you want to go, download the template from
dom0 using
sudo qubes-dom0-update qubes-template-fedora-26

after it installed the new template, you should start a terminal in iit and
run the following inside of that template;
sudo yum upgrade --best --allowerasing

more info;

If that faiils, please specify what you did and how it failed, this avoids
guessing on our side :)

Install a new fedora-30 template:
sudo qubes-dom0-update qubes-template-fedora-30

maybe you meant dom0 is running Fedora-23

don't try to upgrade it other than the normal way

$sudo qubes-dom0-update

dom0 is the over-seer of all your other "domains" like sys-net
sys-usb

the latter "systems" you can choose which "template" / OS to
command them ..... eg Fed-30 or Debian-9

dom0 rarely needs to be updated , Template are constantly wanting to
be updated .... with occasional major upgrades to the next like
someday soon Debian-10

but maybe you know all this ?

Qubes 3 runs Fedora 23 as the dom0.  For this reason I assume you are trying to upgrade from Qubes 3 to Qubes 4.

This configuration of upgrades is not supported.  You must reinstall Qubes using the Qubes 4 installer, then restore your VMs from a backup of your Qubes 3 install.
