Wireguard on debian-10-minimal template

Hi all,

I've been attempting to setup a wireguard based vpn based on
https://github.com/tasket/Qubes-vpn-support/wiki/Wireguard-VPN-connections-in-Qubes-OS,
but with a cloned template based on debian-10-minimal instead. I've been
able to accomplish this with the debian-10 template, but ran into some
percularities with debian-10-minimal.

Namely, after following step 1, my cloned template (based off
debian-10-minimal) fails to start, with the error "Cannot connect to
qrexec agent for 60 seconds, see /var/log/xen/console/guest-$VMNAME.log
for details". The file /var/log/xen/console/guest-$VMNAME is empty.

Has anyone encountered the same issue and identified a fix? Did I miss
out on installing certain crucial packages on my debian-10-minimal
cloned template? FWIW, the same behavior is observed, when performed on
the stock debian-10-minimal template.
