Nondeterministic behaviour of usb mouse

Hello,
I just installed fresh qubes os and setted up
sys-usb via saltstack.

I edited /etc/qubes-rpc/policy/qubes.InputMouse
to allow usb mouse.

I got it working but after reboot my mouse again stopped to work.
I triple read docs and checked everything but without any success.
Rebooting sys-usb also did not helped. lsusb in sys-usb does
not show this mouse.

Reboot before my mouse was working, right now it is not.

I exhausted all ideas how to debug this problem.

Cranix:
Double-check your sys-usb Settings/Devices to confirm your USB
controllers are assigned there. Test with a different USB device in the
same port as your mouse and see if it's recognized.
