Thunderbolt controller isolation for Passthrough

To make story short.
If Thunderbolt controller is connected via PCIe, could it theoritically be isolated to a single VM, to be used for USB hub, or HDD, or even docks?
I am unsure how thunderbolt achieves USB, USB-PD, and display though.
Did anyone try it with any success?
