[Patch] Adding cmd parameters to 'qubes-change-keyboard-layout'

Hello,

the command 'qubes-change-keyboard-layout' allows to configure specific keyboard layouts in AppVMs. The script requires to select the layout from a GUI list. But there are situations where frequent keyboard layout changes are necessary (e.g. learning Russian vocabulary from English). In that cases it would be nice to have a shortcut.

My proposal is to use command line parameters (--layout ru|en). The attached patch realizes those changes.

In case I overlooked a shortcut for changing the keyboard layout, I would be happy for a hint.
